This bug is fixed on redhat-virtualization-host-4.0-20160714.3.

Test version:
redhat-virtualization-host-4.0-20160714.3
imgbased-0.7.2-0.1.el7ev.noarch
redhat-release-virtualization-host-4.0-0.20.el7.x86_64
redhat-virtualization-host-image-update-placeholder-4.0-0.20.el7.noarch

Test steps:
1. Install RHVH redhat-virtualization-host-4.0-20160714.3
2. Check the GPG keys
   # ls /etc/pki/rpm-pgp

Test results:
After step2, there are GPG keys:
ls /etc/pki/rpm-gpg/
RPM-GPG-KEY-redhat-beta  
RPM-GPG-KEY-redhat-legacy-former  
RPM-GPG-KEY-redhat-legacy-release  
RPM-GPG-KEY-redhat-legacy-rhx  
RPM-GPG-KEY-redhat-release


So this issue is fixed on redhat-virtualization-host-4.0-20160714.3, I will verify this bug once it is changed to ON_QA
