Description of problem:
the "Scan Disks" option scans for unregistered disks in data storage domains.
This option should be disabled for Export and ISO storage domains since those storage domains does not support importing unregistered disks.

Steps to Reproduce:
1. Activate an ISO or export storage domain
2. right click on the storage domain
3.

Actual results:
The "Scan Disks" option is enabled

The "Scan Disks" option should be disabled

Maor, let's backport this to 4.0 too please.

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

Actual results:
The "Scan Disks" option is Now Disabled!
