Description of problem:
User session is not terminated when on userportal though user is logged out from system.

rhevm-4.0.0.5-0.1.el7ev.noarch

How reproducible:
100%

Steps to Reproduce:
1. engine-config --set UserSessionTimeOutInterval=1
2. systemctl restart ovirt-engine
3. Log to userportal and leave session inactive for more than a minute

Actual results:
userportal session remains active

Expected results:
userportal session is terminated and user is logged out

I can confirm that session expiration does not work in userportal although it works fine in webadmin

Moving back to post as we need to backport to ovirt-engine-4.0

Verified in ovirt-engine-4.0.2.3-0.1.el7ev.noarch
