Null pointer dereference vulnerability was found in exif_process_user_comment when trying to encode JIS string.

Analysis:

mbfl_buffer_converter_new2() is passed null strings, due to a specially-crafted JPG image. Later when the string is processed, it results in null pointer deref and a crash. 

Similar to CVE-2016-6291, exploitation requires a specially-crafted JPEG image, being processed by the PHP script.
