CFME appliance console showing ManageIQ branding and missing SCAP from options list

Steps to Reproduce:
1.provision 5.6.1
2.ssh to appliance
3.run appliance_console

Actual results:
Welcome to the ManageIQ Virtual Appliance.

ManageIQ Version:        5.6.1.0
ManageIQ Console:


Expected results:CFME branding expected and SCAP option available

Seems to be and issue with the back-end and possibly productization as the ui branding is showing as CFME and everything looks ok.

Added MR to backport previous changes that should have also been added in 5.6.z branch.

Looks like this was addressed in a previous MR here https://gitlab.cloudforms.lab.eng.rdu2.redhat.com/cloudforms/cfme_productization/merge_requests/286

Closed mine in favor of 286 and assigned to jvlcek
