Panels and appstarter are drawn solid, not transparent, after login. Trying logout and login several times *may* result in correct behavior.

It's tracked and confirmed upstream with a workaround patch:

Restarting plasmashell works for me as a workaround:

kquitapp plasmashell; sleep 3; kstart plasmashell

That patch is not really usable as-is, we can continue to track this upstream.
