Description of problem:
Host networking must be available before libvirtd.service starts.
This cannot be handled for OVS by current vdsm-network.service which requires
libvirtd.service to be running.

Verified on - 4.0.5-0.1.el7ev and vdsm-4.18.15-1.el7ev.x86_64
