Description of problem:

As an end user I would like to have OpenStack Neutron deployed with OpenDaylight as a backend in a highly available fashion, so that it can survive individual Neutron servers failures. I would also like the OpenDaylight Controller to balance its queries among the Neutron servers for better performance/utilization.

No specific code is required here; functionality is part of TripleO, ODL, Neutron, and networking-odl - and this BZ is primarily for testing

Boron SR1 won't be available on time for RHOSP 10 GA - this will be shipped as an update in a point release, post RHOSP 10 GA.

According to our records, this should be resolved by opendaylight-5.2.0-6.el7ost.  This build is available now.
