In case people don't want to use oci-register-machine with docker, they can remove it.

# rpm -e oci-register-machine
error: Failed dependencies:
	oci-register-machine >= 1:0-1.7 is needed by (installed) docker-1.10.3-46.el7.10.x86_64
	oci-register-machine >= 1:0-1.7 is needed by (installed) docker-latest-1.12.0-4.el7.x86_64

Lokesh could you remove the requirement.  In Fedora there is something less then a requires, that we could add, to allow users to remove it but to have it installed by default.

One other idea would be to have a flag that oci-register-machine uses to desable itself.

/etc/sysconfig/oci-register-machine
disable=true

Or something like that.
