"firewallctl state" tracebacks if firewalld is not running

1. Stop (and mask) firewalld
2. firewallctl state

Traceback

Not running error message

NACK.
firewallctl is to be deprecated upstream. It has never been in an official RHEL release (see bug 1494048).
