1. /usr/sbin/opagetvf_env --help
2. And manual page of /usr/sbin/opagetvf_env does not describe the usage either, so users may don't know how to use it properly.

Show the usage of  /usr/sbin/opagetvf_env

This is the expected behavior, this script is designed to be “dot included” in other scripts. As such it does not parse $* so that it will not impact the script it is installed in.
