without setting LANG=en_US.UTF-8 sphinx-build fails. I don't think we have any non-ascii characters in docs. but even we have, it should not fail.

reproducible only on rawhide at this moment.

Sounds like an upstream bug. Can you reproduce outside of koji so we can get the sphinx traceback?
