Description of problem:
Configuration files shouldn't be under /usr.

Every time

1. Erase 

Actual results:

No warnings

You're not wrong, but I don't think we can untangle texlive to make it understand that some files are in /etc.

Ok. Just a thought: how about moving the files under /etc and symlinking to them from /usr? This way /usr can be readonly and shared.
