docker-latest-1.12.0-9.el7 from scratch build https://brewweb.engineering.redhat.com/brew/taskinfo?taskID=11625703

docker-autotest is reliably failing the run_cgroup_parent test with:

   cgroup path for 10:net_cls: expected '/9CiTiMck.slice/docker-fbd2157da7e5870110e06e25b3ba17539fe07207682f3076f0691c8bd7c4a93e.scope'; got '/9CiTiMck.slice:docker:fbd2157da7e5870110e06e25b3ba17539fe07207682f3076f0691c8bd7c4a93e'

abbreviated diff, done by eye:

    expected /x.slice/docker-nn.scope
        got  /x.slice:docker:nn
                     ^      ^  ^^^^^^

FWIW this test was reliably passing on docker-latest-1.12.0-<version with MountFlags=slave removed>

I don't know if this is related; please let me know if it needs a new bz:

   # docker run --cpu-shares=0 --detach -i fedora /bin/bash

   # ls -l /sys/fs/cgroup/cpu/system.slice/docker-95*
   ls: cannot access /sys/fs/cgroup/cpu/system.slice/docker-95*: No such file or directory

( expected to see /sys/fs/cgroup/cpu/system.slice/docker-95<etc>.scope )

Problems persist in docker-latest-1.12.0-12.el7

I have fixed this upstream and I'm going to backport the fix in our docker-1.12 branch. I'll then rebuild for F25 and rawhide. Assigning Lokesh here to rebuild for rhel.
