Description of problem:
Resubmit does not work on forked projects.


Steps to Reproduce:
1. build package
2. fork project
3. in forked project hit resubmit on the build

Actual results:
the resubmitted build fails to fetch SRPM from dist-git because there is none.

Expected results:
Either forbit to resumbit button in such cases or reimport the SRPM (this time in correct dist-git branch).

For the time being, the action of resubmitting is forbidden for forked projects.
