Description of problem:
The Red Hat (and Ceph community) documentation makes a brief reference to pool ownership, but does not explain how to implement, or what it is useful for.

Per our research, it is a feature that has been more or less abandoned and largely unused, and should be removed from our documentation. If this is not the case, it should be clarified and explained.

User access to pools is usually recommended to be configured at the cephx level, not the pool level.

We also make reference to "auid" in our librados documentation, which is likely related. Per our testing, it does not work as expected (based on the brief description available)
