https://cdn.redhat.com/content/dist/rhel/server/6/6Server/x86_64/iso/PULP_MANIFEST contains an entry 

.latest_rsync,e3b0c44298fc1c149afbf4c8996fb92427ae41e4649b934ca495991b7852b855,0

Because this file is mentioned in PULP_MANIFEST, Satellite 6 tries to download the file. The download fails and Satellite 6 fails the sync process. 

This entry should not appear in PULP_MANIFEST.

I suspect there are other ISO repositories that suffer from this problem.

As you may already be aware, Red Hat is transitioning from the Red Hat Network (RHN) hosted interface to the Red Hat Subscription Management (RHSM) interface in July 2017. Red Hat has invested in and seen success from RHN for many years, and used that experience to build more robust technologies like RHSM.
