I think this is a virt-manager issue as a side effect of default to virtio-vga accidentally. virt-manager-1.4.1-1.fc25 has been submitted as an update to Fedora 25. https://bodhi.fedoraproject.org/updates/FEDORA-2017-8b8b4e1753 virt-manager-1.4.1-1.fc25 has been pushed to the Fedora 25 testing repository.
