Description of problem:
Add 'bash-completion' package to the rhv-h ngn servers.

Currently rhv-h ngn servers missing the useful and basic 'bash-completion' package. This package should be installed by default on rhv-h ngn servers, specially when we are dropping the 'network' tab from cockpit and suggesting users to use the 'nmcli' tool. 
In order to use the 'nmcli' smoothly we will need to install the 'bash-completion' package.

we would like to keep ngn with minimal footprint, in addition we would like the to direct the user to use cockpit usage. lastly, the user should be able to install it if needed either manually or using configuration management.

closing it for now, please let me know if you think i missed specific use-case
