Description of problem:
As per https://bugzilla.redhat.com/show_bug.cgi?id=1077162#c29, due to a lack of demand, and the lack of an upstream community, it's unlikely we'll make VPNaaS a supported OSP component at this point.

But, still the component is shipped with RHOS(7,8,9) as tech preview feature. But, there is no any documentation explaining detailed steps to configure VPNaaS.

As the feature is in tech preview, there should be documentation explaining detailed steps to configure VPNaaS.

I agree, we do ship VPNaaS and having documentation is desired and the right thing to do, but we do not have resources to accomplish this task, I'm closing as won't fix.
