We should make it more clear that packaging HOWTO available online typically reflects state of rawhide and that documentation for particular system version can be obtained from /usr/share/doc/javapackages-tools-doc

What about having the online HOWTO versioned, so that users can pick the Fedora release they're looking for?

The new online HowTo at [1] is now versioned and contains a notice about using the correct version for given Fedora release.
