Description of problem:


Open shift does not allow Project creation even when no projects are available.


How reproducible:


Steps to Reproduce:
1. When I create new project all the time


Actual results:
User XXX cannot create more than one project

Open shift does not allow Project creation.

Expected results:

The Project does not exist. So the system must allow me to create projects.

Additional info:

Refer to actual User and project in the screenshot from open shift online.

I created one project previously and deleted it. I guess because of this it is happening.
