How reproducible:
always

Steps to Reproduce:
1.try to update my f24 VM to f25.
2.failed with bug 1370077,when run"dnf system-upgrade download --releasever=25"
3.manually copy the f25 gpg keys to /etc/pki/rpm-gpg/
4.run 'sudo dnf system-upgrade reboot' after the download process succeed  
Actual results:
the VM keeps rebooting,please see the attached video for more information.

Unfortunately those videos don't show any detail. Please boot into rescue mode (add rescue on the grub command line), and look for logs from the previous boot (journalctl -b-1).

Hm, what does the /system-update/.dnf-system-upgrade file look like (ls -ldZ /system-update/.dnf-system-upgrade /system-update)? Does it have any contents?

I'm going to close this ,as I'm able to upgrade my f24 system now:)
