Description of problem:
after changing interval on refresh button no tooltip shows on mouse over

Version-Release number of selected component (if applicable):
ovirt-engine-4.0.2.7-0.1.el7ev.noarch

How reproducible: always


Steps to Reproduce:
1. go on admin or user portal to Virtual Machines
2. click on arrow by the refresh button
3. change interval to some other then is selected
4. move mouse out from the button, move the mouse back and stay there, you can repeat it many times

Actual results: no tooltip is shown


Expected results: tooltip with new selected interval should appear


Additional info:
It happens every odd change. If you change the interval again, tooltip is shown.

It's a known bug in our current version of Bootstrap that calling Tooltip.reconfigure() removes/breaks the tooltip. Calling it again fixes it. So it's always a mod-2 bug :)

[We've seen this behavior in other parts of the UI too. It's not limited to the refresh button -- it can happen in a few other places.]

Fixing this will require updating gwtbootstrap3 and thus patternfly (which we're already doing).
