Description of problem:
It's currently not possible enable the gluster service in a cluster during the hosted engine deployment. 

You have to run "engine-config -s AllowClusterWithVirtGlusterEnabled=true" first to enable both gluster and virt in same cluster and edit the cluster using API or UI. 

Please allow a OVESETUP_CONFIG option to change this

As fix for Bug 1288979, HE setup now prompts if the gluster service needs to be enabled on cluster. Closing this as dupe
