Since docker establishes certain sockets and leaks them to containers, the containers need to be able to use these sockets.

Need to add

 +	allow svirt_sandbox_domain $1:fd use; 

To the virt_transition_svirt_sandbox

This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.
