I believe these templates as well as the corresponding static content in 'static' subdirectory must be packaged as well. Otherwise the package is useless.

These templates were packaged at least in golang-googlecode-tools-devel-0-3.0.hga7e14835e46b.fc23.noarch.rpm package:

So this is certainly a regression.
