Integration test that reproduces this issue for Candlepin pushed to branch fnguyen/act

Delivering only a new rules.js did not solve the issue for existing installations.

Does the updated rules.js version not need to be uploaded? At least the candlepin PRM does not have a %post that does it.

This issue is a duplicate of 1384159, the problem was addressed, but the rules version was not bumped so it was not auto-loaded by existing installations.
