Patches were not touched. All were applied properly

This needs coordination with the main perl package, as Parse::CPAN::Meta has been moved into this package from its own package.

Basically, perl-core has a dependency on perl-Parse-CPAN-Meta and I'd rather obsolete perl-Parse-CPAN-Meta and not provide it, in order to avoid an epoch bump.
