Description of problem:
In #1366687 it was discovered that compiling the library in x86 produces a non-relocatable library according to rpmlint. The check for rpmlint checks for rela.* but readelf in x86 shows:

 [ 8] .rel.dyn          REL             00012a3c 012a3c 004b48 08   A  3   0  4

If the library is compiled with --disable-hardware-acceleration the rela.dyn section is present and that makes rpmlint happy.
