Description of problem:
Helper modules for services that are enabled in the default zone before starting firewalld are loaded, but not for services that are enabled in an active while firewalld is running.

This happened because for these zones the FirewallZoneTransaction is used directly and because of this the added modules are simply not used.

Always

Steps to Reproduce:
1. Make sure that the tftp helper is not loaded (lsmod | grep nf_conntrack_tftp)
2. Enable the tftp service in an active zone

Actual results:
No tftp helper loaded: lsmod | grep nf_conntrack_tftp is empty

Expected results:
# lsmod | grep nf_conntrack_tftp
nf_conntrack_tftp      16384  0
