Description of problem:
I was doing a RHV(self hosted, 4 node) + CFME + OSE(3 node) deployment.
At some point while deploying RHV the following error occured:

Steps to Reproduce:
1.  Do a RHV self hosted deployment with insights turned on


Actual results:
Times out registering for insights.

Expected results:
a successful deployment.

In the production log I also found this, which may or may not be related:

Reproduced with engine + hypervisor deployment on QCI-1.0-RHEL-7-20160908.1

Testing fix to ensure viability

My original reproducer had RHV deployment failing at 39.6%
