Description of problem:
Filters are often not used on same pages, so why there shouldn't be splitter, that could be pulled to the left to make more space for rest of the page?

Steps to Reproduce:
1. Go for example to Compute -> Cloud -> Providers

Actual results:
There is filter tab, that can't be pulled.

Expected results:
Ability to pull filters tab splitters same way as it is in tree views.
