There is a typo in the documentation, there is an extra postgres config line in this passenger / httpd config:

Create a Puppet Passenger application configuration file called /etc/httpd/conf.d/25-puppet.conf file and insert the following text:

PassengerMinInstances 6
 PassengerStartTimeout 90
 PassengerMaxPreloaderIdleTime 0
 PassengerMaxRequests 10000
 PassengerPreStart https://example.com:8140  /var/lib/pgsql/data/postgresql.conf <=====this should not be here

Should be:
