How reproducible:
This issue is reproduced once the first project creation fails.

Steps to Reproduce:
1. Try creating first project. 
2. When create button is clicked, the request fails in the sense that timeout is received.
3. Now the project is not visible on the CLI (oc get projects) as well as openshift console. So this project cannot be deleted/modified, but new project cannot be created as well.

Actual results:
Project is created to some extent but is not visible either on console or CLI

Expected results:
Project should either not be created or should be available in the project console.

Additional info:
My user id has experienced this issue, user id : killer923(via github)

You should be able to create a new project now. Let us know on bug 1367432 if you are still having any problems creating a project.
