got:

Sep 01 14:58:43 localhost.localdomain setroubleshoot[1258]: SELinux is preventing systemd from getattr access on the blk_file /run/systemd/inaccessible/blk. For complete SELinux messages. run sealert -l 66bc034b-0d73-4718-b682-591fc456b35a
whenever connect to cockpit web page.

There are two completely separate issues here, neither are Cockpit problems, although both should be fixed. 

I'm reusing this bug to report the rpm-ostree issue. Could you file a separate issue for the SELinux policy bug?

I would expect rpm-ostreed to start, if /ostree/repo doesn't exist. In this case I would expects its DBus methods to return relevant errors, and its properties to contain empty values.

This message is a reminder that Fedora 25 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 25. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time

Fedora 25 changed to end-of-life (EOL) status on 2017-12-12. Fedora 25 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
current release. If you experience problems, please add a comment to this
bug.
