Description of problem:
After opening totem in full screen mode it show empty bar in upper part of screen. It is showing always. Bottom bar with play button is hidden, but it works. If you click on the location on the screen where should be button from upper or bottom panel, it will have work. After exiting from full screen mode upper panel without button move to bottom part of screen. It works like previous case.

The same in Wayland session.

Duplicating against the GTK+ bug that's responsible for this problem.
