Description of problem:

Can not edit or change the description of a storage domain. 

Version-Release number of selected component (if applicable):

RHV 4.0 

How reproducible:
100%

Steps to Reproduce:
1. Create storage domain and add description.
2. Attach storage domain to datacenter.
3. Try to edit the description later.

Actual results:-

Button for changing the description is grayed out.


Expected results:

We should able to edit the description.

Tested with the following code:

Tested with the following scenario:

Steps to Reproduce:
1. Create storage domain and add description.
2. Attach storage domain to datacenter.
3. Try to edit the description later - Works fine

Actual results:-

The description can now be edited successfully.
