Description of problem:
service-serving-certificate-secrets have been enabled in OCP 3.3 https://github.com/openshift/openshift-ansible/issues/2345. It is better to add service-serving-certificate-secrets related feature during upgrade.

How reproducible:

Steps to Reproduce:
1. check the master-config.yaml for new installed OCP 3.3  master
2. check the master-coffig.yaml for upgrated OCP 3.3 masters

Actual results:

2. There isn't the following options for upgraded master-config.yaml
