Description of problem:
There is no reason to have a seüarate package for nodectl.
It should appear as a subpackage of the ovirt-node-ng package - also to give nodectl some context

Note that nodectl currently is a subpackage of ovirt-node-ng. It's the naming only which differs.

This bug should be for 4.1, move back to MODIFIED status, after cloning, then we can make the cloned bug to ON_QA on zstream. Thanks.

VERIFIED, already renamed nodectl to ovirt-node-ng-nodectl.
