Description of problem:
Installation of certbot fails in RHEL Server release 7.2

How reproducible:
install certbot after enabling epel on RHEL Server release 7.2

Steps to Reproduce:
1. Add epel repo by using `yum install epel-release`
2. Try to install certbot by using `yum install certbot`

The package python-zope-interface is in the optional channel.

Many EPEL packages rely on the optional channel and it should be enabled when using EPEL.
