Description of problem:
Clusters with no management network after upgrade

How reproducible:
100%

Steps to Reproduce:
1. Install rhev-3.6
2. select * from network_cluster;
3. see that the ovirtmgmt is not set as display and migration network

Hi guys, please note that this bug exist on clean and fresh 4.0.z installations as well. The 'ovirtmgmt' network in the Default DC/Cluster has no 'Display' and "Migration' roles, only management role.

Clean and fresh 3.6.9 install missing the 'Display' and 'Migration' roles for the 'ovirtmgmt' management network on the default DC/Cluster as well. 
This can explain why it's also missing after upgrade.

On upgrade, we should go over all clusters. If a cluster has NO display network, its management network should be used. Same goes for migration network.

Ok, so note that in 3.6 and 4.0 the 'ovirtmgmt' network in a Default DC/Cluster has no display and migration roles, only management role.
