Description of problem:

When engine-setup does an upgrade, it checks if existing installed packages are available in configured repos, in case a rollback will be required. This didn't work for me when working on some other bug (with a patched otopi), it didn't prompt me.

Since no regressions or test blockers are allowed between releases, it is also being identified as a blocker for this release. Please resolve ASAP.

When you test this, please note that this was on fedora 24, so with dnf.
