Description of problem:
No package for rtags.

Actual results:
Nothing in the repositories.

Expected results:
Something prebuilt in the repositories.

Additional info: 
It's a C/C++/ObjectC symbol indexer that can be used as a backend
for emacs and/or other programs.
It's becoming very popular and generally has better performance/results
compared to many alternatives.
