Description of problem:
all doc links on web console return 404 not found error.

Version-Release number of selected component (if applicable):
oc/openshift v3.3.0.29

How reproducible:
Always

Steps to Reproduce:
1. oc new-app -f https://raw.githubusercontent.com/openshift/origin/master/examples/sample-app/application-template-stibuild.json

2. Check all pages and check doc links by e.g "Learn more"

Actual results:
2. All links return 404

Expected results:
2. "Learn more" should direct to the correct page

The OCP doc links are not hosted yet. As long as the URLs start with

https://docs.openshift.com/container-platform/3.3/

then they are right.
