Description of problem:
I can't resolve template for provisioning discovered host. Everything is set correctly. When I try provision new host (not from discovered hosts) the template for provision is resolved successfully

6.2.1 from RHN with all discovered plugins

How reproducible:
Always

Steps to Reproduce:
1. Have a satellite 6.2.1 with own organisation, location etc..
2. Discover a host
3. Provision that host with provision template

Actual results:
Template wasn't resolved

Expected results:
Resolved template

Additional info:
attached logs from Satellite and I can lend my environment for closer look
