I'm a bit confused about this bug and am not able to reproduce so some questions:

1: were you trying to change the compatibility version  on cluster, data center or on a VM?
2: was it a new or edit dialog or both?
3: could you please attach the un-obfuscated logs? (e.g. install the ovirt-engine-webadmin-portal-debuginfo, restart the engine, reproduce and attach the /var/log/ovirt-engine/ui.log)
4: please also attach screenshot for clarity

I can not simulate this on any env. Could you please try if this still happens on  4.0.4-2?
