Description of problem:
oVirt can place a VM in a state where it has some configuration pending and requires to be stopped and started. In the admin console, that state shows up as a yellow triangle on top of the VM icon.

Performing a cluster compatibility level upgrade to version 4.0 introduces the situation where a large amount of VMs can be put in this state. This makes it desirable for an admin to be able to search for VMs that are in this state.

Currently the UI does not provide a way to perform such a search.
