Description of problem:
Backport this to mitaka after it is merged in Newton. Affects big customer
causes partial connectivity

How reproducible:


Steps to Reproduce:
1.Add multiple controllers with multiple paths and notice the server in backend has partial connectivity with red xs on the paths on one controller.

Actual results:
The paths should be green and no partial connectivity warning. Failover happens

Can Dell provide a patch that applies to Mitaka for this change?  It's tied in with other Newton changes and is not a very straightforward backport for something that I can't test directly.

We realized it was not an improvement, and could actually slow some things down. Nova (via os-brick) will log in to each path we give it, search for the device, and if it does not see it log back out. So returning additional paths just causes unnecessary work during that process and does not improve anything.
