I guess there is typo in spec. %python_provide python2-%{name}. You should replace %{name} with %{modname} or what you use in spec.

It provides that because it was once misnamed and so it provided and obsoleted that. 

I guess we could drop the provides at this point... Ralph?

Sure.  The provides was added back around Nov, 2013.. and that was quite a while ago.  Probably safe to drop the provides now.
